沙洋县新农合实施效果的调查报告——基于农民的视角

A Research Report on the Effects of New Rural Cooperative Medical Service System in Shayang County——Based on the Farmers’ Perspective

利用抽样调查的实证方法,以湖北省荆门市沙洋县的农民作为研究对象,研究分析影响农民参合的决策因素,新型农村合作医疗对农民产生的实际影响以及农民群众对新农合的评价或建议。调查发现,沙洋县农民参加新农合主要受性别和个人健康状况的影响;新农合对农民的就医行为、医疗费用负担、健康意识及健康状况等方面产生了显著影响;农民对新型农村合作医疗的认知、态度也越趋于理性;农民工的医疗保障还存在城乡衔接的问题,应引起相关方的关注与思考从而加以改进,保证制度的健康有效运行。

In this paper,an empirical method of sample survey is adopted.This research is based on farmers in Shayang County of Hubei Province.Researchers analyze the factors which affect farmer-participation,the actual impact of the system on farmers,as well as the evaluation and proposals of the farmers.It finds that farmers’ decisions are mainly influenced by gender and health status of individuals.The system affects the medical treatment of farmers,the burden of medical fees,health awareness as well as health status.Farmers’ knowledge and attitudes tend to be more rational.There exists a problem in the medical cooperation of migrant workers which should arouse the attention of the society in order to ensure the effective running of the health system.
