论新农合可持续性筹资机制的构建路径

Research on Fund-Raising Sustainability of New Rural Cooperative Medical System

稳定、低成本、长效的筹资机制是新型农村合作医疗可持续发展的基础。现行筹资机制中存在的问题有:缺乏稳定高效的筹资渠道、筹资标准不合理、筹资方式单一化。实现新农合筹资机制可持续性的策略:加大政府财政投入,广开筹资渠道,建立稳定长效的筹资机制;采取灵活高效的筹资方式;因地制宜确定合理的筹资标准。

In recent years,the fund-raising system of stable,low-costs and long-term is the basic sustainable development for the new rural cooperatives medical service.This thesis makes the research from the view of sustainable development for the new rural cooperative medical system,and bases on the foundational questions such as the fund raising standard,the channel,the pattern and the principle,also summarizes corresponding measures,attempting to ensure the sustainable development of the new rural cooperative medical system.
