近年,中国按照加快建立覆盖城乡居民的社会保障体系的要求,正在逐步解决农村居民"老有所养"问题。在国家基本的新型农村社会养老保险的框架下,各地的试点工作积极快速地开展。但是中国幅员辽阔,各地在推行新型农村社会养老保险的过程中必然会遇到一些不合当地发展实际的问题,这就需要各地政府针结合其实际对新型农村社会养老保险模式进行创新。因此,需要结合近年各地农村社会养老保险试点推行过程中所探索的区域模式及分类分层模式,来对这些特色模式进行分析、评价,才能对"新农保"的发展趋势进行预期,并提出可行建议。

In recent years,according to the requirement of accelerating the establishment of the social security system covering both urban and rural residents,elders’security issues are solved in a gradual way.Under the basic framework of the New Rural Pension Insurance,the experiments in selected places are quickly conducted in different regions.However,since China has a vast territory,there are some problems in the implement of New Rural Pension Insurance,which is some requirements are not suitable to the regional development.These issues require regional government keeping on innovating in New Rural Pension Insurance according to different realities in varies regions.The paper need to connect the region modes and classified and stratified modes discovered while the local government implementing New Rural Pension Insurance firstly,then analyze and evaluating the characteristic models,thus,it can make expectation for the development tendency of New Rural Pension Insurance,and propose the practical alternatives.
