事业单位养老保险制度改革政策评估与制度优化

摘要 近年来,养老金双轨制引发的不公平问题日渐突出,改革机关事业单位养老保险制度成为必然选择。事业单位养老保险制度改革相关理论研究大多局限于政策分析,缺乏规范的理论分析。在重点运用现代经济学基本分析框架中的比较评估标准对事业单位养老保险制度改革做出评价与分析的基础上,比较借鉴了国外公职人员养老保险制度。最后提出制定一元化的改革方案、建立职业年金等建议,以推动事业单位养老保险制度改革的顺利进行。 In recent years,the inequities caused by the double-track system of the pension system have become increasingly prominent.Reforming the government-sponsored institutions old-age insurance system has become an inevitable choice.Relevant researches about government-sponsored institutions old-age insurance system reform mainly focus on the policy analysis and they lack of standardized theory analysis.It evaluates and analyzes government-sponsored institutions old-age insurance system reform by mainly using the evaluation standard of the basic analysis framework of modern economics,then compares and references the public servant old-age insurance system in foreign countries.At last,this essay offers some suggestions such as the establishment of a unified reform plan and the occupational pension,in order that government-sponsored institutions old-age insurance system reform can be pushed forward successfully.
