发展低碳经济已成为全球性的共识,而低碳农村建设是我国发展低碳经济、构建低碳社会的重要途径。当前我国低碳农村建设面临着农业生产污染日趋严重、农民生活能源消费结构单一且效率低下、农村工业化进程中乡村企业污染严重等问题,严重制约了我国低碳农村的构建。通过增加财政投入并优化支出结构、加大财政补贴力度、安排低碳预算支出项目以及完善税收政策等财税措施的扶持,有利于加快低碳农村建设的进程,并最终有利于我国低碳社会的构建。

Developing the low-carbon economy has become a global consensus. And in our country developing the low-carbon countryside has been an important way to develop the low-carbon economy and build a low-carbon society.Current low-carbon rural construction faces a series of problems:increasingly serious pollution of agricultural production,farmers living energy consumption structure with a single and low level and the serious pollution problems in the process of rural industrialization are severely restricting the construction of our low-carbon rural.By increasing the financial investment and optimizing the expenditure structure,increasing financial subsidies to efforts,arranging low-carbon budget expenditure and improving tax policy,it will help speed up the process of building low-carbon rural areas, and ultimately benefit our low-carbon society.
