Discussion of System of Rural Collective Economic Organizations to Supply Public Goods

农村集体经济组织为其成员提供一定范围的公共产品,既是集体所有制的本质要求,又可以弥补国家农村公共产品供给之不足。根据目前我国农村社会经济发展的现状,集体经济组织应该为其成员提供其地域范围内的满足农民目前需要的公共产品。法治国家的治国方略必然要求实现农村集体经济组织公共产品供给的法制化。农村集体经济组织公共产品供给法律制度的主要内容包括:筹资制度、使用制度、管理制度与责任追究制度。

It is necessary for rural collective economic organizations to provide its members a range of public product. This is an essential requirement of collective ownership,and can make up for the lack of national rural public product supply.According to our country rural society’s situation of economic development,collective economy organization should provide its members with their geographic range public products to meet the current needs of peasants.Establishing the rural public products supply system of law is inevitable for the establishment of the rule of law,and country target the content of the system includes:the financing system,using system,managing system and the responsibility investigation system.
