摘要
本文通过对农村公路公共属性的宏、微观定位和公共物品供给多中心理论的阐述,结合具体事例,我们得出构建我国农村公路供给的多中心联动模式。继而通过分析我国农村公路的供给现状,发现其主要存在供给总量不足、供给所需资金缺口较大,地方政府财力与事权不统一、财政转移支付明显不足,供给质量难保障、效益不持久,农村公路供给监管机制不完善,农村村民委员会决策体制落后,区域性供给不平衡等问题。由此提出了优化农村公路供给的构成主体,创新投融资渠道,大力宣传、激发农民修路热情,改变基层组织决策机制,深化财税制度改革、加强财政转移支付制度的建设,规范监督管理机制等对策建议,旨在为尽早解决农村公路供给问题做出贡献。
According to the macro- position and micro- position of public properties of rural highway,polycentric linkage theories and retrain concrete cases,we make the conclusion that the polycentric linkage model demonstrates the main body of supply contains government,town business units,non- governmental organization. Basing on that,this paper analyzes the status quo of China’s rural highway supply. We find the following problems: there is a lack of total supply and a big financial gap between the supply and demand,the financial authority and power of local governments are not uniform because of inadequate transfer payments,the quality of the supply is difficult to guarantee,the efficiency is not durable,the regulatory and decision- making mechanisms are inadequate and deficient,the regional supply is uneven and so on. Thus put forward the following certain suggestions: we ought to optimize the supply constitute the main body of rural roads,innovative the investment and financing channels,stimulate farmers’ enthusiasm for the road by vigorously promotion,improve the grassroots decision- making mechanism,keep on the reform of tax system,strengthen the construction of financial transfer payment system,and regulate the supervision and management mechanisms in order to make a contribution on the optimization of the supply mechanism of rural roads.
