宝丰县土地流转情况调研报告

Analysis on the Rural Land Transfer in Baofeng County

本文通过对河南省宝丰县土地流转政策和相关工作情况展开实地调研,总结出宝丰县土地流转的受让主体以企业、合作社、种植大户为主,流转后土地主要以农业种植、畜牧养殖为主,流转速度逐年加快,集约化、规模化趋势明显,专业性、科技性特点增强,农民收入逐年提高等特点。通过分析宝丰县土地流转典型村、企业、合作社的土地流转做法,对比四川双流县、湖北彭墩村的土地流转经验,得出宝丰县土地流转在宣传、监管、流转机制、资金、产业结构等方面存在的问题,并以此提出了加大宣传、加强监管、优化配置、金融创新、打造品牌、完善产业链等政策建议。

According to the research of the policies and implements of rural land transfer in Baofeng county,we conclude several characteristics. Firstly,rural land in Baofeng is mainly transferred to enterprises,cooperation and large-scale growers and mostly used for planting and feeding. Secondly,the speeds of rural land transfer and farmers’ income have both boosted. Thirdly,the transfer of rural land shows new trends of large scale and specialization. Based on the analysis of typical cases of rural land transfer in Baofeng and some cities in other provinces,we come to the conclusion that the transfer of rural land in Baofeng has problems such as lack of publicity,supervision,transfer mechanism,financial funds,industrial structure,etc. Thus,we find the relative countermeasures,namely enhancing propaganda,strengthening the supervision,intensifying the transfer mechanism,enlarging the financial funds,and optimizing the industrial structure.
