宪法治理的时代任务在于以宪法为依据、以治理为途径进而弥合全面深化改革中留下的制度空白。然而,目前宪法视野下的治理研究尚显单薄,停留在概念初步探讨、改革目标缺位、独立价值缺失的层次。在规范意义上,宪法治理是一个过程、一组框架,也是一套治术,它的实现可通过增强国家能力建设、树立宪法权威、凝聚宪法共识达成。

The mission in the era of Constitution governance is to bridge gaps in the system left by comprehensively deepening reforms based on the Constitutional laws and through the tools of governance. However,the study in the domain only focuses on problems appeared in concepts,reform goals and independent values. Constitution governance in China is significant in normative ways,which are a kind of process,a set of frames and also a type of technique; only through national capacity- building enhancement,constitutional authority establishment and constitutional consensus reach can the aim of constitution governance be realized.
