关于湖北省行政审批制度改革的调研报告

The Reform Report of Administrative Examination and Approval from the Law Perspective in Hubei

通过清理审批项目、精简审批流程、改革审批方式、取缔审批乱收费等措施,湖北省行政审批制度改革取得了令人瞩目的成就。然而,改革并没有从根本上改变传统的政府一元管制的模式。对此,细化审批项目的清理工作、下放审批权、构建对审批的监管问责机制乃是未来继续深化审批制度改革的重点所在。

By means of simplifying items of administrative examination and reforming the way of administrative examination and approval,forbidding arbitrary charge,the reform in Hubei province has made remarkable achievements,like further promoting separation of enterprise from administration and transforming the government functions. However,the reform failed to change the government-dominant model. Thus refining items of administrative examination and approval,decentralizing the supervision accountability are important points of the further reform.
