城市流浪乞讨人员的社会救助与管理研究述评

Review of Social Assistance and Management of Vagrants and Beggars

近年来,随着新闻媒体对流浪乞讨现象曝光率的增加,这一群体越来越引起人们的关注和重视。如何解决这部分人的救助与管理问题,已经不单单是政府如何对待弱势群体的问题,更重要的是在贫富差距越来越大的今天,政府如何对待贫富差距的问题。本文通过对近年来学界对城市流浪乞讨人员研究成果的梳理,找出研究的共性、差异性以及独到之处,进而分析城市流浪乞讨这一问题的症结,以期为进一步的研究提供借鉴与启示。

As the news media’s increasing exposure on begging phenomenon in recent years,the group is attracting more and more attentions. How to solve the group’s problem is not only the government’s treatment to the vulnerable groups,but also is the practice to solve the problem of the growing gap between rich and poor. By analyzing academic research on the issue of urban vagrants and beggars in recent years,the paper tries to find out common and differences between them,and then studies crux of the problem,and at last provides reference for future research scholars.
