我国各省碳排放效率测算与差异性研究——基于超效率DEA模型

The Estimation and Regional Diversity Research on the Carbon Emissions Efficiency in All Provinces——Based on SE-DEA Model

随着环境污染的加剧,碳排放问题一直备受关注。本文首先参照IPCC、国家气候变化对策协调小组办公室和国家发改委能源研究所提供的方法,估算了我国30个省在2003至2012年的碳排放量。其次从碳排放效率的角度出发,通过面板数据,运用超效率DEA模型,对我国各省的碳排放效率进行实证研究。实证研究表明:从整体来看,我国碳排放效率呈现先下降后上升的趋势,总体变化幅度不大,并且从时间与空间的层面分析了碳排放效率的区域差异性。最后根据实证研究的结果,提出针对性的建议,对我国发展低碳经济,实现碳减排具有重要的意义。

With the intensification of environmental pollution,people are often concerned about carbon emissions.First of all,this article uses the method which refers to the IPCC,the National Coordination Committee on Climate Change and Energy Research Institute of National Development and Reform Commission,which estimates the carbon emissions in all provinces from 2003 to 2012. Secondly,this article conducts the empirical research on regional carbon efficiency in our country by using SE-DEA model from the perspective of the efficiency of carbon emissions. The empirical study found that the overall situation of China’s carbon emissions efficiency shows a trend of decreasing firstly and then increasing and the variation is small from 2003 to 2012. From the angle of time and space,this paper analyzes the regional differences of carbon efficiency. Finally,according to the result of the empirical research,this article puts forward the relevant policy recommendations that is of great significance to the development of low carbon economy in our country and the realization of carbon reduction.
