政府在国企改革利益协同机制中的角色定位——基于谦抑性理念

Role Definition of Government in the Interests Coordinations of Reform of State- owned Enterprises Under the Concept of Modesty

在"经济人"假设下,经济人追求利益最大化是其本性,是其所有行为的出发点与归宿点。具有"经济人"特性的政府于国有企业改革进程中的角色定位是各方之间良好利益协同机制形成的关键。然而,在传统体制之惯性、父爱主义以及多重角色混同的阴影下,政府在国企改革中陷入诺斯悖论困境,各方卷入激烈的利益博弈浪潮之中。从经济法谦抑性理念角度出发,构建政府与市场"正金字塔型"结构关系,培育政府谦逊之品格,放低"官本位"姿态,以一位真诚合作者的身份嵌入到国企市场化改革进程中,这是政府应有的品格与姿态,也是形成良好利益协同机制的内在要求。

Under the hypothesis of "economic man",it is human’s nature to pursue benefit maximization,the starting point of all its behavior and good development. The government’s role in the process of the reform of state- owned enterprises is the key to forming a good interests coordination mechanism between the parties. However under the shadow of traditional system of inertia,a father role and multiple roles,the government drops into North Paradox difficulties and the parties involve in the tide of intense interests game. From the perspective of economic law modesty concept,the contest suggests that building the pyramid type structure,fostering the character of the humble,lowing profile ranking,and a sincere partner embedding in the state- owned enterprises reform process,are the characters and attitude that government should have in the process of marketization of state- owned enterprises reform,and is also the inherent requirement of good interests coordination mechanism.
