读《变革中国》与《中国的奇迹》——从两个角度看中国的经济改革进程

Reflection on “How China Became Capitalist” and “China’s Miracle”——Two Points of View about Chinese Economic Reform Process

如何发挥好政府和市场在推进经济改革进程中的作用是中国当前面临的重要问题,《变革中国》与《中国的奇迹》分别给出了不同的解答。通过归纳两本书的主要观点并进行对比分析,本文总结了中国经济改革的历史经验,发现《变革中国》把市场力量主导的"边缘革命"作为推动中国市场经济改革取得成功的主要因素,政治领域内的思想变革作为次要因素,认为中国应坚定地走向市场化、经济改革道路;《中国的奇迹》把改革开放前的经济体制问题归因于政府的"赶超战略",认为遵循"比较优势策略"的调控政策将起到重要作用。最后,本文对下一步的经济改革提出了建议。

How to perform the role of government and market better in the process of economic reform is an important problem in today’s China. The two books "How China Became Capitalist"and "China’s Miracle"respectively give two different answers to this problem. This paper concludes and compares the main points of these two books,and summarizes the historical experience of Chinese economic reform. This paper finds that "How China Became Capitalist "puts"marginal revolution"dominated by spontaneous force of market as the main success factors of Chinese market economic reform and the ideological change in political field as a secondary factors,and believes that China should firmly move towards marketization and liberalization. However "China’s Miracle"considers the main cause of economic system problem before Chinese reform and open policy is government’s "catch- up strategy"and believes that policies following the "comparative advantage strategy"will play an important role. Finally,this paper gives some advices on the economic reform in the future.
