城市低保的制度演进与标准完善

Reseach on the China’s Urban Minimum Living Security

城市低保制度是我国社会救助体系的重要内容。通过分析我国城市低保制度的目标、特征与演进轨迹,发现城市低保标准偏低是由制度目标所决定的,而调整机制的滞后和地方财政因素的制约等原因加剧了这一点。基于保障标准的视角,文章提出了完善城市低保制度的相关建议。

Urban minimum living security is an important content in social relief system. This article attempts to discuss the present situation of standard of China’s urban minimum living security,especially the security standards setting method,influence factors,adjustment mechanism and its problems. Through the analysis of urban minimum living security,Chinese low standard of safeguard of urban minimum living security is determined by the system target,and the lag of the adjustment mechanism and other reasons.
