京沪妇女保健工作协调权威程度分析 被引量:2

Comparison of coordination authority of maternal health care work in Beijing and Shanghai

摘要 目的比较京沪两地妇女保健工作协调权威程度的差异,明确其意义,探索对其量化评估的可行性。方法收集2000-2017年京沪两地妇女保健公开文件资料,从中提取并量化相关信息,评价两地妇女保健工作的协调权威程度。利用Spearman相关、线性回归,分析其与孕产妇死亡率的关系。结果 2000-2017年,北京市妇女保健工作协调权威程度由16. 34%上升到17. 76%,上海由11. 84%上升到52. 14%,与孕产妇死亡率相关系数分别为-0. 674,-0. 805,差异具有统计学意义。结论两地妇保工作协调权威程度逐步完善,能够促进妇保工作的开展。在常规工作协调方面,北京优于上海,但两地协调仍主要局限在卫生系统内部;应对重大问题的统筹协调方面,上海优势明显,尚需加强其可落实程度。适宜的妇女保健体系在以上两方面均应具备权威的统一协调机制,统筹协调各相关部门有效发挥作用;研究所探索采用的量化评价方法具备可行性和可推广性。 Objective To compare the differences in the coordination authority of maternal health care work in Beijing and Shanghai. Methods We collected the public documents of maternal health care in Beijing and Shanghai from 2000 to 2017,extracted and quantified relevant information,and evaluated the degree of coordination authority of maternal health care work in the two places. Results From 2000 to 2017,the coordination authority of maternal health care work in Beijing was with minor change. Shanghai increased from 11. 84% to52. 14%. The correlation coefficients with maternal mortality were-0. 674 and-0. 805 respectively with statistical significance. Conclusions The authority of the coordination in Beijing and Shanghai has gradually improved,which can promote the development of maternal health work. In terms of regular work coordination,Beijing is better than Shanghai,but the coordination is still mainly limited among health departments;in terms of coordination for handling major issues,Shanghai has obvious advantages,but the degree of implementation still needs to be strengthened. Appropriate maternal health care system needs to have an authoritative unified coordination mechanism in the above two aspects to coordinate the relevant departments to effectively play their role. The quantitative evaluation method adopted in this study is feasible and scalable.
