城乡居民基本医疗保险筹资待遇统一模式分析

Unified model of funding and reimbursement policy of basic medical insurance for urban and rural residents

合理确定城乡居民统一的筹资标准和待遇水平是城乡居民医疗保险顺利整合的关键。文章通过分析比较各地整合前城镇居民基本医疗保险和新型农村合作医疗,以及整合后城乡居民基本医疗保险的筹资待遇政策文件,归纳统一筹资标准和保障待遇水平的主要模式,分析各种模式的利弊,总结较为公平合理的筹资和待遇水平统一模式,为完善城乡居民基本医疗保险制度整合提出政策建议。

The key to the integration of Urban Resident Basic Medical Insurance(URBMI)and New Rural Cooperative Medical Scheme(NRCMS)is to determine the unified funding standard and reimbursement level of Basic Medical Insurance(BMI)for urban and rural residents reasonably.In this article all provincial policies of URBMI and NRCMS before integration were compared with BMI.The models of unifying funding and reimbursement policy were classified,and the advantages and disadvantages of each model were analyzed.Then a reasonable model of unifying fund raising and reimbursement policy was recommended through comparative analysis in order to provide reference for the integration and improvement of BMI for urban and rural residents.
