辽吉两地突发应急领域各方职责清晰程度的演变与比较

Historical evolution and comparison of the clearness of the responsibilities of all parties in the emergency response fields in Liaoning and Jilin

目的比较辽吉两地突发应急领域部门职责清晰程度的差异,明确其对应对突发应急领域工作的意义,探索对其量化评估的可行性。方法收集2002-2017年辽吉两地突发应急领域公开文件资料,从中提取并量化相关信息,评价两地突发应急领域部门职责清晰程度。利用Spearman相关、线性回归,分析其与突发应急领域防制效果的关系。结果 2002-2017年,辽宁突发应急领域部门职责清晰程度由8. 8%上升到35. 6%,吉林由8. 8%上升到43. 9%,与突发应急领域防制效果相关系数分别为0. 604、0. 811,差异具有统计学意义。结论两地突发应急领域部门职责清晰程度逐步完善,能够促进突发应急领域工作的开展。在部门职责的清晰、规范方面,吉林优于辽宁。但两地职责清晰程度仍主要局限于卫生系统各部门,对于应对跨部门、跨领域的公共卫生问题,还有待加强。研究所探索采用的量化研究方法具备可行性和可推广性。

Objective To compare the differences in the clearness of the responsibilities of departments in the emergency response fields between Liaoning Province and Jilin Province,to clarify the significance of their corresponding work in the field of emergency response,and to explore the feasibility of their quantitative assessment.Methods The documents open to the public from 2002 to 2017 in the emergency response fields of Liaoning and Jilin were collected,and relevant information was extracted and quantified to evaluate the clarity of the responsibilities of the departments in the emergency response fields of the two provinces.Spearman correlation and linear regression were used to analyze the relationship between the clearness of responsibilities and control results in the emergency response field.Results From 2002 to 2017,the clarity of responsibilities of departments in the emergency response field of Liaoning Province increased from 8.8%to 35.6%,and that of Jilin Province increased from 8.8%to 43.9%.The correlation coefficients with the control effects in the emergency response fields were0.604,0.811,respectively.The difference was statistically significant.Conclusions The clearness of the responsibilities of the departments in the emergency response fields of the two provinces has gradually been improved,which can promote the work in the field of emergency response.Jilin is better than Liaoning in terms of the clear and standardized departmental duties.However,the clarity of responsibilities in the two provinces is still mainly limited in various departments of the health system,and it is still necessary to strengthen the handling of inter-departmental and interdisciplinary public health issues.The quantitative research methods used are feasible and scalable.
