摘要
我国公务员制度自1993年10月1日施行25年来,经过不断发展与完善,已经成熟了,因为我国公务员制度有了两个"支柱"。第一个"支柱"是体现了与国际公务员制度基本特征相一致的管理原则。如为克服我国原干部人事制度的弊端而实行的集体决定和接受人民群众监督等民主化原则,实行了激励竞争和权利保障等科学化原则,实行了《公务员法》及与之相配套的多项规章、细则等法制化原则。第二个"支柱"是体现了与资本主义国家公务员制度有根本区别的中国特色。如坚持了党管干部与党的基本路线的优良传统,坚持了德才兼备的用人标准和为人民服务的宗旨,坚持了新型的公务员分类制度等。当然我国公务员制度还存在公务员队伍庞大、管理的事太多,录用考试制度亦待改进与完善,较轻视专门业务培训,基层公务员外流较多,体制机制前瞻性研究不够等问题和不足。
The civil service system in our country matured after 25 years of development due to its acquisition of 'two pillars,'one of which comprises the management principles in consistent to the essences of civil service systems in the world. E.g., such democratization principles as collective decision-making and oversight by the people to overcome defects of our former cadre personnel system;such rationalization principles as to encourage competition and protect rights;and such legalization principles as to enact the Civil Service Law and multiple complementary rules and guidelines. The second 'pillar' embodies Chinese characteristics that fundamentally differ from the civil service systems in capitalist states. E.g., the fine tradition of Party supervising officials and the Party’s basic lines;the criterion of personnel selection based on both integrity and ability, and the purpose to serve the people;a new system for civil servant classification. There still exist certain problems and insufficiencies in our civil service system such as oversize in personnel, excess in functions, undervaluing professional training, drain of grass-roots civil servants, and insufficient studies in system and mechanisms.
