技治主义的合法性辩护

A Legitimate Defence of Technocracy

为技治主义辩护关涉技治主义与工业社会的关系、技治主义过时论的批判、技治主义与民主的关系,以及技治主义在后现代重建新的公共秩序的可能性等问题。技治主义不是以工业社会为条件的政治思想,它是人们基于技术化社会进程的不可逆性,对于理性化社会中科学技术、可靠性、高效率的意义和本体地位的哲学概括。时下流行的技治主义过时论未能切中技治主义的哲学前提和合法性基础。技治主义不仅不与民主相矛盾,而且是经由社会的工业化民主自身实现的一种新范式。面对后现代的公共舆论,技治主义可以通过民主机制的转变与公共领域的转型重塑后现代公共领域,重建一种后现代公共秩序。

The study on the defence for technocracy involves the relationship between technocracy and industrial society,the criticism of the outdated theory of technocracy,the relationship between technocracy and democracy,and the possibility of reconstructing a new public order in post-modernity. Technocracy is not a political thought based on the condition of industrial society,but a philosophical summary of the significance and ontological status of science and technology,reliability,efficiency in a rational society and its irreversibility of the process of technological society. However,the prevalent outdated theory of technocracy has failed to address the philosophical premise and legitimacy basis of this thought. Indeed,technocracy is not contradictory to democracy,but a new paradigm realized via the industrialized democracy of society itself. In presence of post-modern public opinion,technocracy can reshape post-modern public sphere and rebuild a post-modern public order through the transformation of democratic mechanism and public sphere.
