摘要
调任制度对于机关拓宽选人渠道,优化公务员队伍结构,保持公务员队伍的生机与活力发挥了重要作用。制度的公平规范性,直接影响调任制度在实践中的作用。但随着调任工作的开展,反映出调任制度还存在资格条件宽泛、调任程序不明确、某些规定不符合实际等问题。本文通过对一些地方在细化调任资格条件和规范调任程序方面探索的分析,提出了在细化调任条件、规范调任程序、严格调任纪律等规范方面,进一步完善调任制度的对策建议。
The transfer system plays an important role in expanding the channels for government bodies to select civil servants, optimizing the structure of the civil service, and maintaining the vitality of the civil service. The fairness and standardization of the system has a direct bearing on the role of the transfer system in practice. However, the transfer practice shows that the transfer system still has problems such as low qualifications requirements, unclear transfer procedures, and some regulations out of touch with reality. This paper puts forward countermeasures for improving the transfer system in terms of detailing the transfer conditions, regulating the transfer procedures, and strictly regulating the disciplines on transfer by analyzing the local exploratory practice of detailing the transfer qualifications conditions and regulating the transfer procedures in some places.
