摘要
美国、英国、日本公务员考核的指标体系各具特色。美国公务员考核区分部门形成不同要求,考核指标体现"德""能""勤""绩""廉"五方面。英国公务员考核指标体系以英国公务员能力框架为主要依据,提出公务员应当具备的十种能力,且每项能力区分多个等级。日本公务员考核区分公务员类别和层级,设定相应的考核维度和考核指标。
The index systems for civil servants in the United States, the United Kingdom, and Japan are different. The US civil service assessment division department has different requirements. The assessment indicators reflect the five aspects of 'Morality', 'Capacity', 'Diligence', 'Performance' and 'Integrity'. The British Civil Service Assessment Indicator System is based on the British Civil Service Competency Framework and proposes ten capabilities that civil servants should possess, each of which is divided into multiple levels. The Japanese civil servant assessment distinguishes the categories and levels of civil servants, and sets corresponding assessment dimensions and assessment indicators.
