摘要 本文以各国和有关国际组织的原始法律文献、政策文件、官方数据和资料为基础,对美国公共广播公司、史密森学会、商业部国家标准和技术研究所、英国非部公共机构等不同类别的公共服务机构的管理进行了比较研究。内容涉及公共服务机构的界定、规模和行业范围、法律地位及其分类、机构设置依据和程序、法人治理、预算和财务管理、内部组织结构、人员总量和构成、人事法律适用、人员身份、人事管理权限、人员招聘和任用、职位分类和职务晋升、绩效管理、工资福利和社会保障制度等。 Based on the original legal documents, policy documents, official data and publications of various countries and international organizations, the study does a parallel comparison on the management of various public service organizations, including National Public Radio(NPR), Smithsonian Institution, US National Institute of Standards and Technology and UK’s non-departmental public body(NDPB), etc, from the following aspects: definition of public service organization, scale and scope of work, legal status and classification, establishment basis and procedures, corporate governance, budget and financial management, internal organizational structure, full complement and composition of the staff, labour law application, employee identity, personnel management authority, staff recruitment and appointment, position classification and promotion, KPI management, salary and benefits, as well as social security system.
