摘要
国企高管薪酬畸高一直是公众关注的热点话题,因此高管限薪作为国企改革的重要内容备受社会和学界关注。针对国企高管,我国先后颁布了多个限薪令,但其有效性不足。本文梳理了学术界关于我国主要限薪令实施效果的研究,回顾和借鉴了国际高管限薪的实践,最后对我国的国企高管限薪提出了有针对性的建议。
The disproportionately high salary of executives at state-owned enterprises has always been a hotbutton topic. Therefore, salary cap on executives, as an important part of the reform of state-owned enterprises, has attracted the attention of society and academic circles. Regarding executives at state-owned enterprises, China has issued a number of decrees on salary cap, but to no or little avail. This paper sorted out the academic research on the effect of the main decrees on salary cap in China, reviewed and drew on the international practice on executives’ salary cap, and put forward some targeted suggestions for salary cap on the executives at state-owned enterprises.
