摘要
城镇劳动者的科学素质水平是关系到国家科技创新能力高低的一个重要因素,自2006年开始实施《全民科学素质行动计划纲要(2006—2010—2020年)》以来,通过加强继续教育和职业培训体系建设、稳步推进高技能人才队伍建设和加强制度和设施等基础工作建设等一系列措施,坚持以充分就业和高质量就业为中心、坚持以职业发展为导向、坚持各职能部门的共同参与、坚持制度化和平台化建设,我国城镇劳动者科学素质得到大幅提升,从2007年的2.97%增长到2018年的10.14%,但仍然存在对城镇劳动者科学素质的认知还不到位、评估体系及其结构调整机制尚不完善、各部门协调统筹的机制尚未形成、广泛引导社会力量参与的机制尚未建立等突出问题。为此,本文结合公民科学素质建设的国际经验,提出了我国城镇劳动者科学素质提升的对策建议。
The scientific literacy of laborers in cities and towns is an important factor for the state scientific and technological innovation capability. Since the implementation of the Outline of the National Science Literacy Action Plan(2006-2010-2020) in 2006, the scientific literacy of laborers in cities and towns in China has been greatly improved, from 2.97% in 2007 to 10.14% in 2018, thanks to a slew of measures such as strengthening the continuing education and vocational training system building, steadily improving the construction of highly-skilled personnel, and reinforcing systems and facilities, as well as taking full employment and high-quality employment as the center and career development as the guidance, involving all functional departments, and keeping to institutional system and platform construction. However, there are still outstanding problems such as the lack of understanding of the scientific literacy of laborers in cities and towns, the imperfect assessment system and its structural adjustment mechanism, the lack of mechanism for coordinating various departments, and the lack of mechanism for the broad participation of social forces. To this end, this paper harnessed the international experience in citizen science literacy construction to put forward the countermeasures and suggestions for improving the scientific literacy of laborers in cities and towns in China.
