摘要
近年来,我国新就业形态快速发展,成为就业增长的重要来源。从政策理念上,我国政府明确支持新就业形态发展。2018年政府工作报告提到:"运用‘互联网+’发展新就业形态"。但从政策制定和执行上,支持新就业形态发展的公共政策还在探索和尝试中。本研究基于大量文献研究和实地调研,对我国新就业形态发展中公共政策存在的问题,如认识与监管滞后、对平台支持和利用不足、劳动关系和社会保障体系不适应、公共就业服务覆盖不到位、长期制度调整滞后等问题进行了分析。针对这些问题,本文提出依靠市场机制发展平台、区分传统灵活就业与新就业形态、调整劳动关系和社会保障系统、探索政企协同监管模式、建立长期制度支持等作为支持新就业形态发展的对策建议。
In recent years, the new forms of employment in China have developed rapidly and have become one of the most important sources of employment growth. From the perspective of policy idea, the Chinese government declared its support to the development of new forms of employment. The Chinese government work report in 2018 mentioned: 'Using ’Internet+’ to develop new forms of employment'. However, regarding policy formulation and implementation, public policies that support the development of new employment patterns are still being explored.Based on a signi?cant amount of literature research and ?eld research, this research discussed the problems facing the development of new employment patterns in China. The problems include lags in understanding and supervision,inadequate support for and use of platforms, inadequacy of labor relations and social security systems, inadequate coverage of public employment services, and long-term system adjustments. In response to these problems, this paper proposes to rely on market to develop the platform, distinguish between traditional ?exible employment and new forms of employment, adjust labor relations and social security systems, explore collaborative governmententerprise supervision model, and establish long-term institutional support as a strategy to support the development of new employment patterns.
