要素替代、技术进步与建设用地集约利用的关系研究 被引量:4

The Relationship Among Intensive Construction Land Use,Factor Substitution and Technical Progress

摘要 我国正处在工业化和城镇化中期阶段,经济发展总是伴随着建设用地大量投入,然而在耕地红线和用地规划的约束下,近年来我国建设用地的集约利用程度总体呈上升趋势。对此,本文针对我国建设用地集约利用程度总体呈上升趋势的内在原因进行研究,采用要素边际利用量和技术进步率省际面板数据,运用面板数据格兰杰因果检验和回归分析方法,分析要素替代、技术进步与建设用地集约利用的关系,探讨建设用地集约利用主要驱动力。研究结果显示:①资本边际利用量对建设用地边际利用量具有明显的负向作用;②技术进步与建设用地边际利用量减少不存在明显的相互作用。我国建设用地集约利用程度的提升是由要素之间的替代作用所致,它是建设用地集约利用主要驱动力,技术进步对建设用地集约利用程度的提高没有产生显著影响,这一结论对我国政府进一步制定和实施建设用地集约利用方案提供了一定的借鉴。 China is in the middle stages of industrialization and urbanization. Economic development is always accompanied by a large amount of construction land investment;however,the degree of intensive land use for construction is on the rise,under constraints from arable land red line and land-use planning. Here,statistical analysis and econometric modeling were used to examine the underlying reasons for this phenomenon. Specifically,we introduced provincial panel data for marginal utilization and the marginal amount of land for construction use,and analyzed the main driving force of construction land use intensity. We found that marginal capital utilization had obvious negative effects on the marginal amount of land for construction. Marginal capital utilization was the Granger cause of the marginal amount of land for construction use. There was no effect between technological progress and reducing the marginal amount of land for construction use. Technological advances had no impact on improvement of the degree of construction land intensive use. The substitution effect between elements was the main driving force of intensive use of land for construction. These conclusions are significant for the further development and implementation of construction land intensive use programs. Considering the existence of the law of diminishing marginal returns,element substitution is not likely to be a lasting driving force. The state should pay more attention to the important function of technical factors in intensive use of construction land and formulate relevant incentive policies.
