新型城镇化背景下小城镇土地精明利用评价与应用——以广西上林县为例 被引量:14

Evaluation and Application of Smart Land Use in Small Towns Under Chinese New-Type Urbanization:A Case Study in Shanglin County of Guangxi Province

摘要 土地精明利用是促进城镇化转型升级的有效途径之一,未来新型城镇化的发展潜力在小城镇。在国家新型城镇化新的战略选择下,以"中国长寿之乡"、"广西旅游名县"——上林县所辖11个乡镇为评价单元,构建了包括经济集约、资源节约、城乡统筹、环境友好四个方面在内的小城镇土地精明利用评价指标体系,采用变异系数法和物元可拓模型测度了土地精明利用水平,以期为土地精明利用路径选择及城镇化转型升级提供科学和理论依据。研究表明:仅县城所在地大丰镇的土地利用为精明利用等级,粮食主产区巷贤镇和乔贤镇为基本精明利用等级,绝大部分乡镇为不精明利用等级。土地精明利用等级与经济发展水平、用地方式、生态环境存在相互影响、相互制约的关系。 The smart use of land is considered one of the most effective means to promote urbanization transformation and upgrade. In the future,the development of new-type urbanization will be important to small urban areas. Under the national new strategic choice of new-type urbanization,here we focused on 11 towns in Chinese Longevity and Guangxi Tourism County in Shanglin,Guanhxi,China. We built an evaluation index system of smart land use in small urban areas from the four dimensions economic intensification,resource conservation,urban and rural coordination and environment protection. In line with the research framework of smart land use against the backdrop of new-type urbanization,the evaluation index system consisted of 12 factors.The variation coefficient was more objective in the weight-definition method and the matter-element extension model was capable of combining organic qualitative and quantitative.Therefore,we applied the two methods to the evaluation of smart land use to provide a scientific and theoretical foundation for path selection of regional smart land use as well as urbanization transformation and upgrade. We found that only land use in Dafeng Town(where the Shanglin proper lies) reaches a smart level;Xiangxian Town and Qiaoxian Town(grain producing areas) are at a basic-smartness level;and most towns disappointingly have non-smart land use. There exists mutual influence and restriction between smart land use levels and economic development levels,land use methods and the ecological environment.
