The New Public Service Concept and the Optimization of Mechanism of Public Participation

随着我国民主制度的进步和发展,我国公民公共参与的深度和广度都在不断增加,公民参与在我国公共管理活动中也发挥着越来越大的影响作用。新公共服务理论中的相关观点对于我国公民参与机制的建立和完善具有十分重要的借鉴意义,对于优化我国公民参与机制有着重要的启示作用。本文基于新公共服务理论分析我国现有的公民参与机制,并指出当前我国公民参与机制存在的问题及其原因,进而得出关于优化我国公民参与机制的启示及相关对策,为优化当前我国公民参与机制提供借鉴。

With the progress and development of Chinese democracy, Chinese citizens’ public participation have been increasing in terms of depth and breadth, which means citizens are having more influences on public management. Relevant opinions in the new public service theory provide significant references for the establishment and perfection of citizens’ participation mechanism and its optimization. This article is based on the new public service theory to analyze Chinese citizens’ participation mechanism, illustrating existing problems and causes within the mechanism, coming to the revelations and corresponding countermeasures on optimization of citizens participation mechanism, ultimately providing references for the improvement of the mechanism.
