社区居民需求评估以及社工专业服务方案设计——以深圳市F社区服务中心为例

Assessments of Community Civil Requirements and the Professional Design for Social Work——Based on F Community Service Center of ShenZhen

近年来,深圳市借鉴香港经验,以政府购买服务的方式在社区中引进专业社工机构运营社区服务中心。社区服务中心作为新生事物,在嵌入社区过程中可以采用评估社区需求作为切入点。本文正是以深圳市F社区服务中心为例,介绍其进驻社区开展的需求评估及其服务方案的设计过程,为实务工作者提供范本。最后提出了关于社区需求评估的三个疑问:如何处理调查得来的需求与真实需求之间存在的距离?社区服务中心的功能定位应为何?如何在资源有限的情况下做到公平?

In recent years,learning from the experience of Hong Kong, Shenzhen government has introduced social work agencies to claim responsibility for running the community service center by purchasing service.Community service center as a new thing, whose process of embedding the community can evaluate the community needs as a starting point.This article will take Shenzhen F Community Service Center as an example to describe the design process of its presence and service needs assessment program carried out by the community, and provide a template for the practitioners.Finally the author will put forward three questions about the community which needs assessment: firstly, how to deal with the inquiry between the needs of the investigation and the real needs; secondly, how to locate the function of community service centers; thirdly,how to be fair in the case of limited resources.
