村庄治理绩效影响因素研究——基于鄂A村与S村的比较分析

Study on Influential Factors of the Performance of Village Governance Performance——Based on a Comparative Analysis between Two Villages of Hubei Province

在总结前人对于村庄治理绩效评价指标的基础上,结合湖北省A村与S村的具体情况,从集体经济的发展与收入分配、公共服务的提供、公共资源的分配、村庄公共秩序四个维度对A村及S村进行比较分析。发现在相同的村庄类型,相同的政治生态的情况下,两个相邻村的治理绩效呈现出巨大的差异。继而总结出村庄集体经济发展水平、乡村沟通网络的发育程度、村干部自身素质的及其凝聚力是影响村庄治理绩效的主要因素。

Based on a review of the previous standards for the assessment of village governance, this paper compare the practical situation of two villages(village A & village S) from four perspectives —the distribution of incomes, the public services, the allocation of public resource, and the social order. The governance performance of the two neighboring villages is tremendously different, despite their similar form of organization and the same political circumstance. The author concludes that the main influential factors are the different levels of their collective economy, the different development of their communication networks, the quality of their leaders, charisma.
