摘要
1928年国民政府奠都南京后,开始颁布一系列法案和政令重组大革命时期的民众团体组织,以拓展其在社会中的权控范围。汉口邮务工会作为邮政体制下的邮工组织,在成立伊始,便遭遇了前所未有的阻力而引发邮潮。这一过程中,汉口特别市党部依据整理民众团体的法律,极力推动汉口邮务工会的成立,此时与湖北邮务管理局的立场发生严重冲突,市党部虽积极承认工会的合法性,然而这一法律依据却遭到了交通部的行政命令式的否认,最后在私人协商情境下达成了一个非正式协议。国民党团体指导权和政府邮政管理权之间的冲突在此一事件中充分表现出来,纠纷最终在维护地方治安的共同旨趣下悄然解决。
In 1928, the Nationalist government established a capital Nanjing and began to promulgate a series of laws and decrees reuniting the organizations of the Revolution, and to expand the scope of its authorized control in society. Hankou Postal Labor Union, organized as a postal worker under the postal system, has experienced an unprecedented resistance and triggered postal strike. In this process, Hankou Party headquarters, according to the law of consolidation of citizens' groups, promoted the establishment of postal labor union strongly. While, Hankou Party's behavior seriously impacted of Hubei Postal Service Administration's authority. Although Hankou Party actively recognized the legitimacy of the union, however, the legal basis had been denied by the administrative order of the Ministry of Transport, and finally issued in the context of private consultations and became an informal agreement. The clash between Nationalist's power of guiding groups and the management of Postal Service were fully manifested in this incident. Eventually, disputes were quietly resolved under a common objective to maintain local security.
