农村社区治理中积极分子:缺失与培育

The Cultivation of Activists for Governance of Rural Community

农村社区是农村社会服务管理的基本单元,加强农村社区建设与变革是推进国家治理体系与治理能力现代化的重要举措,农村积极分子作为乡村共同体内一支带动发展的主体力量,对于农村社区治理显然有着积极作用。当前,在农村社区现实发展中,积极分子存在严重不足局面,具体表现为普通村民参与公共事务热情不高、基层党组织涣散、内生力量流失严重、外部力量介入困难等问题。针对这些问题,试图提出培育普通民众公共精神和参与积极性、完善相关制度建构文明乡村政治生态、发展县域经济来提供更多本地就业机会、建立评价激励机制等方式来壮大农村社区建设中的积极分子队伍。

Rural community is the basic unit of social management of rural areas. Strengthening the construction and reform of rural community is an important measure to promote the national governance system and modernization of governance capacity. As an exemplary group in rural development, rural social activists are of great help in rural management. Yet in the reality of rural development, there are various problems in this issue, such as the insufficient quantity of rural activists, the lack of enthusiasm for public affairs, loose organization of primary-level party branch,drifting of people and the difficulty of penetration. To solve these problems, a team of rural social activists needs to be cultivated through enhancing the general enthusiasm for social participation, improving the management of rural communities, providing more jobs in local area and establishing an incentive system.
