日本国立大学法人评价制度的特征及启示

Reflections on the Characteristics of Japanese National Universities' Corporation Evaluation System

日本国立大学的法人化改革是日本高等教育领域一次重大的变革。法人化后,大学获得办学自主权的同时,也要接受外部的监督与评估,并向社会说明责任。引入由第三方评价机构组成的外部评价机制是日本国立大学法人化改革中的重要环节。本文通过分析日本国立大学法人评价制度的特征,针对我国评价制度存在的问题,探索其对完善我国大学评价制度的借鉴意义。

The corporation reform of national universities is a major change of Japanese higher education field. After the reform, the universities achieved the school-running autonomy, but they came under the supervision and evaluation from the outside and need to clarify their responsibilities to society. The introduction of the external evaluation mechanism involving third-party evaluation organizations was a key part of the corporation reform of Japanese national universities. This paper tries to analyze the characteristics of corporate evaluation system of Japanese national universities, consider the problems faced by Chinese universities, and then offer suggestions pertaining to the improvement of Chinese universities' evaluation system.
