用地需求视角下的农地承包经营权流转问题研究——以湖南省石门县为例

A Study on the Transfer of Rural Land Contractual Management Right under the Perspective of Land Demands——Take Shimen County of Hunan Province as an Example

根据湖南省石门县8个乡镇16个行政村农户的调研数据显示,部分中部地区农村土地承包经营权流转面临需求不足问题。当下农村公共基础设施缺乏、农地承包经营权流转政策不完善、法律规制欠缺,导致农业生产难以适应现代化、机械化、集约化的发展模式,制约着农地承包经营权需求的增长。从农地承包经营权流转现状出发,改进农村公共基础设施、完善相关法律、政策,扶持新型农业经营主体是推动农地承包经营权需求增长的应有之义。

The survey data of farmers from sixteen villages of eight towns in Shimen county,Hunan Province shows that partial transfer of the contracted management right of rural land in midlands is facing the problem of insufficient demand.At present,the scarce supply of public infrastructure in rural areas,the imperfection of transfer policy on the contracted management right of rural land,and the lack of legal regulation make it difficult for agricultural production to adapt to the modernized,mechanized and intensive development mode,which restricts the growth of the demand for the contracted management rights.In view of the current situation of the transfer of the contracted management rights,it's urgent to improve the rural public infrastructure,improve relevant laws and policies,and support the new type of management body so as to stimulate the demand for the contracted management right of rural land.
