脆弱性与农村扶贫——基于贵州、云南、江苏的扶贫开发调研

Vulnerability and Rural Poverty Alleviation——Based on the Research on Poverty Alleviation Development in Guizhou,Yunnan and Jiangsu

基于对贵州、云南、江苏等地区的扶贫开发调研,发现西部部分贫困地区的扶贫措施出现偏差:一方面,地方政府以"效率"为标准,注重提高贫困人口暂时性收入,扶贫措施重结果轻效果;另一方面,该地区多种脆弱性相互交织渗透且易陷入"PPE"和"RAP"怪圈。这种偏差严重影响了贫困家庭生计的可持续性,导致返贫现象易出现。因此文章通过比较不同地区的扶贫开发模式及其成效,分析其与脆弱性的关系,并在此基础上探寻一种以削减脆弱性为导向的发展方式。

Based on poverty alleviation and development research in Guizhou,Yunnan,Jiangsu and other regions,it is found that poverty alleviation measures in some western poverty-stricken areas are based on 'efficiency'and focus on improving the temporary income of the poor. Ignore the actual situation in the region: a variety of vulnerabilities are intertwined and easy to fall into the'PPE'and'RAP'circles. The sustainability of livelihoods affecting poor families has led to the return of poverty. By comparing the poverty alleviation development models and their effects in different regions,the relationship between them and vulnerability is analyzed.And on this basis,explore a development approach that is oriented towards reducing vulnerability.
