This paper,based on the Citizen Participation in Public Decision Theory by Thomas,is to analyze the necessity of the Communist Youth League's participation in policy establishment.It will also make a research on the possible problems that may arise in the process.Solving measures are put forward in accordance with the problems existing in the process of the Communist Youth League's participation in policy establishment.
