中国省际高等教育均衡发展问题与对策——基于河南省与全国的比较

On the Balanced Development of Higher Education between Provinces in China:Problems and Countermeasures

文章以河南省高等教育发展状况为参照,从高等学校总数、高水平高等学校数量、部属院校数量、公共财政投入数量等方面对省际高等教育发展不均衡现象及其原因进行了分析,提出几点政策建议:国家要对高等教育进行合理布局;各级政府要增加对高等教育的投入;建立经济与高等教育共同发展的联动机制;建立多渠道高等教育经费筹措机制;加强监管,避免无效的资金投入。

China's higher education has achieved rapid development in recent 60 years. But the development between provinces is unequal. Taking the example of higher education in Henan province,this paper analyzes this imbalance first in the distribution of institutions of different levels and then in the amount of public investment. The paper also puts forward some political recommendations on the reasonable layout of higher education such as increasing the investment in higher education,establishing linkage mechanism of economic growth and the development of higher education jointly,establishing a multi-channel financing mechanism of higher education funds,strengthening the supervision,etc.
