基于“科技”范式的中国科学与技术发展问题探析

摘要 科学与技术,尽管有着明显的区别,但是伴随着科学在实际中的广泛应用,这两个名词之间的联系日益紧密。在中国,科学与技术的混淆情况更为严重,更是演化出了"科技"这一国外不存在的新名词。在"科技"范式的优先性下,中国科学与技术发展出现了一些独特的问题。在重点对"科技"范式充分界定的基础上,从科研费用支出、科研学术研究和科研管理等层次探究了科学与技术混淆背景下中国科学与技术发展存在的问题。 It is well known that there is a clear distinction between science and technology. With the science widely used in practice,the relation between these two terms becomes closer. In China,there is an undeniable confusion between science and technology. What is worse,a new term named 'science-technology'is frequently used which does not exist abroad. Based on the priority of the paradigm called 'science-technology',some unique problems arise. In view of this phenomenon,this paper attempts firstly to define the paradigm 'science-technology ' adequately in terms of scientific research expenses, academic studies and management and goes on to analyze the existing problems in the developing of science and technology in China under the background where science and technology are frequently mixed up.
