农村义务教育师资队伍建设问题研究——基于河南省H县的实证调查

A Study of Teaching Staff Construction in Compulsory Education in Rural Areas

近年来,随着城镇化进程不断加快,相对于东部地区的快速发展和西部大开发战略的实施,中部地区特别是经济欠发达的农村地区社会发展相对迟滞,这种态势制约了中部地区教育的可持续发展。在此背景下,我们对中部地区的河南省H县进行了实地调查,研究分析发现,该县教师编制严重不足,教师队伍结构不合理,代课教师现象依然突出。鉴于此,建议政府应加强对该县教育的统筹力度,修订旧有的教师编制标准,加大特岗教师的补充力度,通过采取有效措施保持农村义务教育师资队伍的稳定。

Against the background of the rapid expansion of urbanization, the in-depth development of the eastern regions and the implementation of the develop-the-west strategy, the central regions, the economic less-developed rural areas in particular,have been developing slowly, which is bound to become a restraining factor to the sustainable development of education in these areas. A field survey on the current situation in County H in Henan Province shows that there remain such problems as shortage of teachers, poorly-structured teaching staff, unreasonable employment of substitute teachers, etc. Therefore, the local governments should take feasible measures to solve these problems.
