河南省L市乡村小学师资队伍现状及发展对策研究 被引量:2

A Study of Rural Primary School Teachers in L City Henan Province: Problems and Countermeasures

摘要 近年来,河南省先后通过实施乡村特岗教师计划、免费师范生计划、全科教师培养等措施来保障乡村义务教育阶段学校的师资队伍建设,以造就一支质量优良、甘于奉献、扎根乡村的教师队伍,促进义务教育均衡发展,逐步缩小城乡义务教育差距。调查发现,河南省L市乡村小学师资队伍在数量、结构、管理体制、补充机制等方面还存在不少问题。本研究结合省情,并针对L市的现状,全面分析乡村小学师资队伍现状及存在问题的原因,提出改善教师待遇、实现城乡教师双向流动、解决教师编制问题以及拓宽教师补充渠道等加强乡村小学教师队伍建设的具体措施。 In order to promote the teaching staff construction for the compulsory education,a sequence of educational policies were in recent years implemented in Henan including specially contracted teachers plan,free normal students plan and versatile teacher plan which have brought up a quality team of dedicated rural teachers,advancing the balanced development of compulsory education and narrowing the urban-rural education gap.However,there remain in the teaching staff quite a few of problems,as found in L City,in terms of population,structure,management,and recruiting mechanism as well.The paper puts tentatively forward some countermeasures such as increasing teachers’earnings,encouraging urban-rural bidirectional staff flow,promoting school personnel system reform,solving the shortage of teaching staff,and etc.
