《知识经济体的成功:卓越教学、社会流动及学生选择》高等教育改革白皮书是英国政府于2016年5月颁布的一项高等教育的改革政策。该白皮书旨在促进卓越教学、促进社会流动及增加学生选择。该政策的主要措施有三项:创设一个在全球有竞争力的高等教育市场、保障学生知情权及选择的权利、升级高等教育管理、研究和创新架构。白皮书提出改革高等教育管理、研究和创新架构,以确保公共投资得到最有效的利用,最大限度地进行创新并使英国经济受益,同时简化结构,消除昂贵的重复和管理,在关闭和取代原有机构的基础上建立学生办公室和英国研究与创新机构。该政策提出了高等教育管理改革的愿景与具体实施细则,显示出英国高等教育管理发展的方向。

The White Paper on higher education reform:Success of Knowledge Economy:Excellent Teaching,Social Mobility and Student Choice,was issued by the British Government in May 2016.The White Paper aims to promote excellence in teaching,social mobility and student choice.There are three main measures of the policy:creating a global competitive higher education market,guaranteeing students’right to know and to choose,upgrading higher education management,research and innovation framework.The White Paper proposes to reform the management,research and innovation framework of higher education in order to ensure the most effective use of public investment,maximize innovation and benefit the British economy,simplify the structure,eliminate costly duplication and management,and establish student offices and UK research and innovation institutions on the basis of closing and replacing the original institutions.The policy puts forward the vision and detailed implementation rules of higher education management reform,which shows the direction of development of higher education management in Britain.
