社会资本、农户分化与村庄集体行动——以农户参与农田水利设施建设为例

Influence of Social Capital and Peasant Differentiation on Village Collective Action——Based on Peasants' Participation in Construction of Small Irrigation Systems

探寻农户参与村庄集体行动的逻辑对健全乡村治理体系具有重要意义。以小型农田水利设施合作供给为例,从是否参与和参与程度两个阶段分析了社会资本、农户分化对农户参与村庄集体行动的影响效应。结果表明:社会资本及其各维度对农户参与合作供给的两阶段行为均有显著正向影响,农户职业分化对其是否参与集体行动具有显著负向影响,而农户收入分化则对农户参与合作供给的程度具有显著正向影响。交互作用分析发现,社会资本可显著降低农户职业分化对其是否参与集体行动具有负向影响,提升收入分化对是否参与集体行动具有正向影响。基于此,提出积极培育和充分利用社会资本、加快兼业型农户转型、构建适度决策集团规模与差异化激励机制等政策启示。

Exploring the logic of peasants’ participation in collective action in villages was of great significance for improving the rural governance system. This paper took the cooperative supply of small irrigation systems as an example to analyze the influence of social capital and peasant differentiation on collective action. The peasants’ collective action was divided into two stages of whether they participated and the level of participate. The results showed that: Social capital and its various dimensions had significant positive impact on two stages of participation in the construction of small irrigation systems. It also indicated that the occupational differentiation of peasant had a significant negative impact on whether peasants participated in collective action or not,and the income differentiation had a significant positive impact on the level of peasants’ participation in collective action. Interaction analysis found that social capital could not only significantly reduce the negative impact of the occupational differentiation on whether peasant participated in collective action,but also made income differentiation had a significant positive effect on whether to participate in the collection action. Based on this,this paper put forward some policy implications such as actively cultivating and making full use of social capital,accelerating the transformation of part-time peasants,and building a moderate decision-making group scale and differentiated incentive mechanism.
