森工城市转型期土地集约利用指标体系的构建与评价——以黑龙江省伊春市为例

Construction and Evaluation of Intensive Land Use Indicator System during Transition Period of Forest Industry City: A Case of Yichun City in Heilongjiang Province

研究目的:以全国第一个林业资源经济转型试点城市——黑龙江省伊春市为例,选取代表伊春市转型期土地集约利用程度的37个指标,构建土地集约利用评价指标体系,对伊春市2001—2005年经济转型期土地集约利用程度进行评价,为资源型城市在发展和转型过程中科学合理利用土地提供参考。研究方法:最优组合赋权法。研究结果:伊春市近5年土地集约利用程度存在一定的差异,并且总体上土地利用并不集约,存在隐性浪费,因此伊春市在进行经济转型的同时应采取针对性的措施,不断提高土地利用程度。

The purpose of the paper is to offer scientific bases for the government to make rational urban land management policies by taking Yichun,the first economic transition experimental unit of forest resources city in China,as an example.37 indicators representing intensive land use degree were selected and used to establish the evaluation system and to evaluate the intensive land use of Yichun City in 2001-2005.Method of optimal weights combination was employed.The results indicate that the intensive land use degree varied in the recent 5 years in Yichun,and generally the land use was not so intensive with recessive waste.It is concluded that the countermeasures should be taken to improve intensive land use in the period of economic transition in Yichun.
