经济新常态下政策性银行的转型逻辑与实施路径——以农业发展银行为例

The Transformation Logic and Implementation Path of Policy Banks under the New Economic Normal——Taking the Agricultural Development Bank as an example

农业发展银行作为我国唯一一家服务于农业发展的政策性银行,自成立以来对推进我国社会主义现代化进程起到了决定性作用。随着我国经济发展新常态的到来以及国际宏观局势的多变,农发行在根基尚不稳固的情况下,面临着国内外的各种风险和威胁。本文通过查阅大量文献,结合国外农业政策性银行的现状,采用文献研究、比较分析、历史演绎、实证分析和规范分析的方法,针对改行目前所存在的主要问题和风险进行研究,提出几点相对可行的改革建议。

Agricultural Development Bank, as the only policy bank in China serving agricultural development, has played a decisive role in promoting the process of socialist modernization in China since its establishment. With the arrival of the new normal of China’s economic development and the changing international macroeconomic situation, the Agricultural Development Bank faces various risks and threats at home and abroad in the absence of a stable foundation. This paper examines a large number of documents, combines the status quo of foreign agricultural policy banks, and uses literature research, comparative analysis, historical deduction, empirical analysis and normative analysis to study the main problems and risks existing in the current diversion.
