基于IFAHP—DEMATEL的军工企业法律风险识别研究

An Analysis of Identification of the Legal Risk in Military Enterprises Based on IFAHP and DEMATEL

针对我国军工企业自身的发展特点,建立军工企业法律风险指标评估体系,通过实际调研获取研究数据,运用IFAHP-DEMATEL方法,对法律风险的影响因素进行重要度识别及分析。研究发现,影响军工企业法律风险的关键因素是主体、保密、知识产权和外部风险;从影响因素各指标识别中,发现外部风险中的金融危机影响、政策变动风险、管理队伍建设风险对法律风险的影响最大,且会正向作用于法律风险,知识产权侵权风险、相关度的执行与完善风险、部队机关干预风险受其他因素影响的可能性较大,会降低决策水平,对军工企业的内部运营及转型产生负面影响。

Based on the development characteristics of military enterprises,this paper establishes a military enterprise legal risk index evaluation system and then uses the data from a survey and IFAHP-DEMATEL method to identify and analyze the level of importance of the legal risk drivers. The research finds: key factors that influence the military enterprise legal risk are the main body,confidentiality,intellectual property and external risks; among the external risks,financial crisis,policy change and management team construction,as the largest drivers of legal risks,have a positive impact; intellectual property infringement,execution and improvement of the relevance,and military authority intervention are more likely to be affected by other factors which can reduce the decision-making level,and have a negative impact on enterprise's internal operations and the transformation.
