论“脱贫攻坚”背景下乡镇总体规划改革探索——以湘西龙山县洗车河镇为例

On the exploration of the overall planning reform of villages and towns under the background of poverty alleviation——Take XiChehe Town of Longshan County in Western Hunan as an Example

"精准扶贫"作为党和政府对于贫困地区治理工作全局战略,已进入最后三年关键攻坚时期。湖南省湘西龙山县洗车河镇,作为我国现存深度贫困地区典型乡镇,如期实现贫困地区脱贫摘帽、贫困居民"两不愁,三保障",是近年洗车河镇社会经济发展所面临的第一大任务。深度贫困地区乡镇总体规划,作为村镇地区长久以来最重要的全局性法定规划,在当前遵循"战略引领、刚性约束"的总体规划编制改革基本思路上,应充分立足于乡镇"脱贫攻坚"这一最大的社会实情。本文从乡镇总体规划作为地方政府推进社会治理的一门政策工具入手,从规划的组织报批流程、内容深度及规划实施等系统化方面,因地因时地研究新情况新形势、开展了一些新工作内容,以期更有效地发挥乡镇总体规划在指导地方社会经济建设、服务基层村镇工作龙头角色作用,也为进一步地开展乡镇层面总体规划编制改革创新,提供积极有意的借鉴探索。

In this paper, from the villages and towns as the local government to promote the overall planning of a foreign policy tool of social governance, from planning organization approval process, content, depth and systematic aspects, such as planning and implementation of study from place to place because of the new situation of the new situation, has carried out some new job content, in order to more effectively play the villages and towns where to guide the overall planning of social economic development, rural work leading role at the grass-roots level, also in order to further carry out the reform of township and village levels overall planning innovation, provide active exploration intends to draw lessons from.
