Wenzhou's Civilian-based Economy Has Exuberant Vitality

改革开放的进程中 ,在缺少外部 (包括国家投资 )支援的情况下 ,温州走出了一条主要依靠老百姓自己的力量发展经济、治穷致富的路子。温州改革和发展的进程以及形成的经济格局 ,人称为温州模式 ,实际上就是中国市场化的一个缩影。这就是坚持以民为本、最大限度发挥群众首创精神 ,最大限度挖掘人的潜能 ,放手并积极引导广大人民群众按客观规律办事的路子。本文介绍了温州发展民营经济的历程 ,论述了温州经济的特征 。

In the course of reform and opening up, Wenzhou, which lacked external support (including state investment), broke a path of casting off poverty and becoming prosperous and developing economy by mainly relying on its civilians' own strength. The process of Wenzhou's reform and development, together with its economic pattern, is called “Wenzhou Mode”, which is actually an epitome of China's market orientation. It insists on taking civilians as the basis, bringing into full play people's initiative, excavating man's latent power by all means, and actively leading the broad masses of people to act according to the objective law. This paper gives an account of the development of Wenzhou's civilian-run economy, expounds the characteristics of Wenzhou economy and proves that civilian-based economy has exuberant vitality.
