Institutional Obstacles and Optimal Countermeasures for the Building of New Type Agricultural Operating System

构建新型农业经营体系不仅仅需要技术的跟进与优质资源要素的投入,更需要制度安排上的改革与创新。本文就目前中国构建新型农业经营体系所面临的农业经营主体培育、农业用地权益流转、农业金融信贷支持和农业合作组织建设等方面的体制机制障碍进行深入分析,在此基础上提出了相应的政策建议,希望能为创新农业经营的体制机制,加快新型农业经营体系建设提供有益参考。

To build a new type agricultural operating system,what is needed is not only technology follow- up and high quality resources investment,but also reform and innovation in institutional arrangements. This paper profoundly analyzes such system and mechanism obstacles against building new type agricultural operating system in contemporary China as cultivation of subjects of agricultural operation,agricultural land rights transfer,credit supports for agricultural finance,and the building of agricultural cooperative organizations. On this basis,the paper raises corresponding policy proposals and aims to provide beneficial reference to innovating system and mechanisms for agricultural operation,and to accelerating the building of a new type agricultural operating system.
