A Research Report on Strict Implementation of Intra- Party Political Life

严格党内政治生活是坚持从严治党、使党永葆生机活力的重要途径。十八大以来,以习近平同志为总书记的党中央,将严格党内政治生活作为从严治党的重要抓手,使党风政风得到根本好转。目前,党内政治生活还存在一些需要研究解决的问题,主要是民主集中制落实不力,批评与自我批评开展不好,组织生活随意化,缺乏建立在党性原则基础上的团结统一等。其原因在于思想认识偏差、组织功能缺失、制度建设失范、政治生态失衡等。严格党内政治生活,必须建立健全党内政治生活的运行机制、动力机制、保障机制,巩固形成党内政治生活严肃认真的新常态。

Strict implementation of Intra- Party political life is an important means to achieving strict management of the Party and keeping its vitality forever. Since the 18 th CPC National Congress,the Party Central Committee with Comrade Xi Jinping as General Secretary has greatly strengthened Party management by making good use of strict intra- Party political life,and the conduct of the Party and government has improved radically. At present,some problems in intra- Party political life are yet to be studied and resolved,for instance,the principle of democratic centralism has not been fully implemented; criticism and self- criticism is not properly conducted; group activities are not carried out regularly; unity and solidarity on the basis of Party principles is in short,etc. The reasons lie in erroneous ideological understanding,a lack of organizational functions,anomic institutional building,imbalanced political ecology,etc. To implement strict intra- Party political life,it is a must to set up and improve mechanisms for its operation,motivation and protection,so as to strengthen the serious and earnest new normal fostered in the intra- Party political life.
